I'm convinced that TNVR works because I see it first hand. The colonies that I've stabilized (100% spayed/neutered) have fat, happy and healthy cats living in them. It's so rewarding to know that I won't see kittens in these colonies year after year.
When a new cat does show up, they are either put through an adoption program or TNVR'd. This wouldn't be the case if catch and kill was done. Zero tax dollars were spent, lives saved and kittens prevented.
