Great article! I worked for the Central Oregon Partnership years ago. The Partnership was tasked with eliminating poverty in Central Oregon and was funded as I recall at about $1 million dollars a year for 10 years. Many projects were implemented but of course poverty wasn't eliminated. Poverty and income inequality are systemic and although specific projects help many I believe the ultimate solution will be systemic and cultural.
