DSL's Dirty Deal

File this one in the "You must be freaking kidding me" folder:
A director at the Department of State Lands arranges to bail his parents out of a bad real estate investment in Bend by having his agency scoop up the land before it goes into foreclosure, all under the guise of an urban investment program that no one has ever heard of. Brokering the deal on behalf of his family is none other than former city of Bend economic development director, John Russell, you might remember him from such other great deals as the former Bulletin property or Juniper Ridge. Don't worry though, Russell assured the daily paper recently that he's confident the property will increase in value over time, even though the state never bothered to get an appraisal. Still skeptical? Russel explained further that real estate is really more of an art than a science. WTF?
