Bend police say a Canadian man has been arrested for the homicide of a Bend woman in 2023. Twenty-five-year old Cole Nikolaus Sinclair was arrested last December under Canada’s extradition process and remains in Canada pending the outcome of his extradition proceedings. Police believe he killed 28 year old Evelyn Jeanette Weaver who was found dead in her home on July 18, 2023. Police say there is no indication that Weaver and Sinclair knew each other.

Police released Sinclair’s photo and would like anyone who recognizes him or had encounters with him to call the nonemergency dispatch number at 541-693-6911 and ask to speak with Detective Sergeant Tommy Russell. Police say they cannot release further information due to legal restrictions, but the case remains an open, active investigation.
A Canadian news organization, CBC, reports that Sinclair is from Whitehorse, which is the largest city in northern Canada. The report says Sinclair faces nine charges in Bend, including first-degree murder, robbery, burglary and unauthorized use of a vehicle. Weaver’s SUV was found in Klamath Falls two days after her death.
At the time of his arrest last December, Sinclair was living in a Canadian treatment facility after being found not criminally responsible for a series of armed break-ins in April 2023, due to a psychotic disorder. The report says Sinclair also jumped bail and left the Whitehorse area between July 1 and July 26, 2023 when he was required to remain in the area.ย
