Phase 1 construction of the Neff Road Pedestrian and Bicycle Improvements is expected to begin in early June 2026 through summer 2027, pending City Council approval. No full road closures are expected during the project construction. Two-way traffic will be maintained. Roadway shoulder work and temporary lane closures with flagging and minor delays are expected. Access to businesses will be maintained throughout construction.
Phase 1 proposed improvements include a shared use path and sidewalk in-fill where possible on Neff Road from east of the Larkspur Trail to Eagle Road.
Other proposed project phases include the shared use path improvements on Neff Road from 12th Street to Larkspur Trail, the Hillside Trail, and Neighborhood Greenway improvements on Norton Avenue between Sixth Street and 12th Street. These phases will be constructed by ODOT at a future date to be determined.
