New Affordable Housing Comes to Bend’s Medical District

A slice of Bend’s east side has become that much more affordable.

Officials christened a new affordable housing complex near the St. Charles Medical System campus on Sept. 9.

Nine Peaks, 45-unit building located on NE Connors Avenue at 27th Street, will accommodate workforce housing. Officials at the event said preference will be given to those advanced in age or living with disabilities. Nine Peaks’ proximity to St. Charles means doctor visits entail less rigmarole.

Housing Works, the region’s public housing authority, developed the housing complex with funding from Oregon Housing and Community Services, the City of Bend and Deschutes County. Cascade Management is the management company.

At the welcoming celebration which included a ribbon cutting and a tour of the complex, Melanie Kebler, mayor of Bend, told the gathering that any day where the completion of affordable housing is a “great day.”

Nine Peaks apartments range in rent from $915 for a single bedroom apartment, while two- and three-bedroom apartments go for $1020 and $1150, respectively.

Many are ADA-accessible or accessible ready. Applicants can view a scale of the 2026 income limits, which begin at $42,100 in annual income for a single tenant, on Cascade’s website. The limits are factored at 50% of the area median income. There is an online application portal, as well.
A collaboration between the Bend Parks & Recreation District, Bend-La Pine Schools and state, county and the City of Bend made the construction possible, Kebler said.

“That collaboration is why we are able to lead the state on building affordable homes per capita, and why we continue to do that,” she added. “We believe that housing is dignity, and I hope that as you walk this building, you feel that, too.”
