A look at the (Bulletin) map is instructive, there aren’t even overflights of the crater itself, the overflights are instead of the park east of the crater and adjacent to Mt. Scott.
But limit them to a only a couple days during the week. That would be a fair compromise. I wouldn’t mind taking such a tour myself.
