Construction is underway at Cascade Landing, a new housing community in Bend bringing 98 well-appointed units for individuals and families earning between 30% and 60% of area median income. A second phase plans to add an additional 96 units to the community with an expected groundbreaking in Spring 2026. Both phases are scheduled to be completed and welcoming residents in 2027.
Surrounded by Central Oregonโs high desert beauty and Bendโs vibrant cultural and recreational offerings, the development provides residents with more than just a place to live. The property features an expansive central courtyard, a playground and access to supportive services that foster housing stability and independent living.
โThis is an exciting, much-needed project for Bend made possible through strong partnerships and a commitment to affordable housing,โ said Ben Pray, CEO of Home First Development, an affordable housing developer headquartered in Portland. โCommitments and effort from the city of Bend, Oregon Housing and Community Services, the Baney Corporation and partners Green Light Development, Macher Development, Cornerstone Community Housing, ALSO and many others made this Cascade Landing a reality.โ
Located at Atwood Drive and Ponderosa Street, Cascade Landing is set to be part of a larger community thatโs being developed on 40 acres of land the city annexed in early 2025 as part of the Ponderosa Master Plan. This development will ultimately include nearly 400 single-family units, retail and commercial spaces and a 4.5-acre city park.
Cascade Landing will include a mix of one-, two- and three-bedroom units, 20 of which will be available to individuals and families earning 30% of the Area Median Income; the remainder will be for those earning 60% of AMI. Apartments will include air conditioning, quartz countertops, in-unit washers and dryers and other amenities. The community will also have a 3,000-square-foot community center, a central courtyard, play structures and various outdoor areas. The project will be certified Earth Advantage Gold and includes a solar array, EV stations and other green building practices for a reduced carbon footprint.
Home First has partnered with multiple service providers for Cascade Landing. Cornerstone Community Housing will provide various services, including employment referrals, rent and utility assistance, counseling and nutrition services. Nonprofit disability support services provider Advocates for Life Skills and Opportunity will offer additional support services. Both partners will have dedicated space at the propertyโs on-site community building.
Funding for the $41 million Phase I at Cascade Landing utilizes $35 million from an OHCS Local Innovation Fast Track award, a grant and a low-interest loan from the city of Bend and financing from Key Bank.
“We celebrate the coordinated efforts between Oregon Housing and Community Services, Ponderosa Pine Estates, Home First Development and city of Bend staff in making this affordable housing community a reality,โ said Bend Mayor Melanie Kebler. โCascade Landing Apartments will be a place for families and Bend’s working community members to attain greater financial stability.”

The units sound lovely. I hope some well deserving, hard working folks get them!
This is the kind of project I get excited about. The location is perfect for this kind of multi-family housing development and is backfilling unused land in an existing community. If the city would stop approving view-stealing five-floor behemoths in the middle of town, I’m sure Bendites would be forever grateful.
