Redmond is set to significantly expand mental health services with two new treatment facilities under construction and ongoing community wellness programs for seniors, marking a major investment in Central Oregon’s behavioral health infrastructure.
Youth facility timeline shifts
Deschutes County is also moving forward with a 15-bed youth mental health facility, though construction has been pushed back to spring 2027 from an original 2026 start date. The County has secured $3.1 million in state lottery funds and received a letter of intent for an additional $3 million from the Oregon Health Authority.
The County is awaiting word on a $1.3 million congressionally directed spending request, Holly Harris, Deschutes County’s interim health director, told the Source. St. Charles Health System received a separate $750,000 grant from the Central Oregon Health Council for the project.
County officials are working with OHA to finalize disbursement details.
“Once funds are confirmed, the County will begin selecting a provider to operate the facility, which will likely be located in Redmond,” said Harris.
The in-patient treatment center will give Central Oregon families a local option when their children experience psychiatric crises, eliminating trips across the mountains to western Oregon. For decades, children in crisis were taken to emergency rooms where they often waited days, weeks or even months for one of the 165 psychiatric beds available statewide. Families frequently had to make the journey on their own or couldn’t go at all.

Construction began Sept. 4 on the Jory Behavioral Health facility at 815 NW Canal Blvd., a 16-bed secure residential center for adults with severe and persistent mental illness. It’s expected to open in late 2026. Deschutes County committed $2 million in Oregon Health Authority funding to the project.
Adult facility details
The Jory facility represents a strategic public-private partnership between the State of Oregon, Deschutes County and Jory Behavioral Health. Patients will typically arrive through referrals from nearby hospitals or the Oregon State Hospital, staying six months to two years before transitioning to lower levels of care. The facility will provide 24/7 supervision with round-the-clock access to mental health professionals. Services will include a personalized treatment plan, medication management, individual and group therapy, recreational therapy and case management.
Senior wellness programs
While new facilities address acute mental health needs, the Redmond Senior Center offers a monthly Wellbeing Series designed to support mental health and holistic wellness for older adults.
